Our leadership and team has experienced across many projects, and managed ScanEagle Type Certification and first commercial operations under Federal Aviation Administration (FAA) approval for Beyond Visual Line of Sight (BVLOS) for ConocoPhillips and BNSF and wildfire/disaster response. In fact, one of the Unmanned Aircraft System (UAS) used in those operations, N202SE is now on display in the Smithsonian in Washington DC.

Meet the Team

Charlton Evans

Retired USMC Major, Harrier pilot, JTAC
CEO

Charlton Evans is the founder and Chief Executive Officer of End State Solutions, a firm focused on certification and airworthiness for AAM, drones, HAPS and RPAS. Charlton was a Harrier Pilot and Tactical Air Controller in the Marine Corps and a still flies for business and pleasure as a commercial pilot. Charlton has led several successful civil and military drone certifications as well as historic BVLOS flight operations. Recently, End State Solutions assisted with the FAA type certification of the Matternet M2 delivery drone.

Charlton also led historic linear infrastructure and disaster response flights with the type certified ScanEagletm UAS that resulted in the induction of ScanEagle N202SE into the Smithsonian Institute in 2016. Today End State Solutions is considered a trusted advisor by both industry and FAA, engaged across the spectrum of Type, Production, Operational approvals as well as regulatory affairs – building relationships that build trust and products that are trusted through certification.

Russ Torgerson

Director of Aviation Services
CDR, USCG (retired)

Russ is a veteran of the U.S. Coast Guard, serving 31 years. Early in his career, he was a helicopter rescue swimmer and later became an MH-65 helicopter and HC-130 pilot. After retiring in 2015, he entered unmanned aviation, serving as an operator, program manager, VP of operations, and FAA regulatory SME.

While at Insitu, Russ worked to enable ScanEagle operations for the USCG and natural disaster response missions for the USFS and CalFire.

While at SkySkopes, he was the VP of Operations, leading up 50 teams of drone operators collecting power and utility data for a major utility provider in Southern California. Later as the U.S. Regulatory Lead at Matternet, Russ served as the PM for the Type Certification of the Matternet M2 Drone. Today, Russ provides our customers with a wide range of regulatory insights and an understanding of operational challenges.

Brad Dower

CFO

Brad Dower is a seasoned CPA with twelve years of experience specializing in financial management and strategic planning as a Chief Financial Officer (CFO). His expertise lies in personal and business tax optimization, small business accounting, and CFO services. With a diverse background encompassing service in the US Marines and tenure at a Fortune 100 company, Brad has honed his skills to become a successful entrepreneur and leads End State Solutions financial and strategic growth efforts managing multiple businesses.

In addition to his professional endeavors, Brad is deeply passionate about real estate, owning and operating both residential and commercial properties. He draws daily inspiration from his wife, Christina, and their two sons. Outside of work, Brad enjoys immersing himself in nature through hiking, camping, and spending quality time with his family at their ranch in the Texas Hill Country.
